Scoping Review of ASER Pakistan’s Content, Processes and Evidence Uptake A Longitudinal Perspective
Summary
The scoping review identifies the assumptions embedded in the objectives and foci of the ASER Pakistan survey. By mapping this survey with other similar non-governmental surveys in other contexts (particularly in the global south), related scholarly and policy literature, and gathering expert perspectives, the review adopts a critical lens to evaluate the assumptions and related foci of the survey. This has been achieved through data collection via Key Informant Interviews with stakeholders from government, academia and non-governmental partners and a critical reading of ASER Pakistan’s data categories, i.e. what type of data are they prioritising in their survey design? The rationale of this exercise was to highlight current gaps in the data being collected by ASER Pakistan, particularly because of what is needed to support current research, policymaking and programming. The report also evaluates whether ITA Pakistan are fully utilising the data being gathered i.e. is previously collected data being analysed sufficiently to capture linkages and intersectionalities that could inform the design and data priorities of subsequent iterations of the survey? The report provides short-term, medium-term and long-term recommendations on potential adaptations that would fill current gaps.
